International Items

International postal items are postal items subject to mail exchange between countries.

International postal items are:

  • letter-post items;
  • parcels;
  • money orders;
  • International Express Mail Service (EMS) items.

International postal items include:

  • ordinary postal items are postal items which are accepted without receipt’s issue and handed over (delivered) to addressees without receipt;
  • registered postal items are postal items upon the acceptance of which the receipt is issued to the sender; postal items are handed over (delivered) to addressees against receipt.

Liability of postal service users and Postal Operators

The sender of postal items bears responsibility provided by the Law to the Postal Operator and other postal users if the sent postal item has injured postal employees, postal facilities, postal units and other users as a result of sending of prohibited content or mismatch of packing and sending content except the cases of improper packing by postal employee.

The National Postal Operator bears property responsibility for loss, deterioration, damage, non-delivery of international postal items in accordance with international agreements of the Republic of Belarus.
