PURPOSE AND OBJECTIVES OF THE NATIONAL PROGRAMME.

The purpose of the National Programme is to create conditions for accelerated development of services in information technology, promoting the development of information society on the basis of innovation and to improve the quality and efficiency information for the population, business and government, including the formation of the state system of providing electronic services to ensure effective application of modern ICT.

The main objectives of the National Programme are:

development of national ISR, which provides the advanced to meet the growing information needs of citizens, business and government, creating an enabling environment for e-services, formation of state information resources (hereinafter — GAD), and access to them throughout the country, providing information interaction of all participants an information exchange;

improved implementation of key government functions through the creation and development of state system of providing electronic services;

Improving the quality and accessibility of health services, availability of services provided by the health care system;
create conditions conducive to improving quality and efficiency of information for the population and the state, through the formation of information services to areas of employment and social protection through the use of ICT to improve the quality of the organs and organizations of the Ministry of Labour and Social Security;

creation of conditions conducive to the development of information society, based on human capital development and widespread adoption of elements of e-learning;

implementation of national information policies promoting international trade as part of the economy, ensure national economic competitiveness in world markets, the development direction for the provision of electronic services to participants in international trade as the Belarusian and foreign;

increase the representation of government, business, civil society organizations in the global computer network, development of national Internet content;

development of information security, providing legal and safe use of ICT, building trust, creating conditions for safe delivery and receipt of electronic services;

creating the conditions for the development of IT industry in order to accelerate the development of services in information technology, bringing orders for the development of IT products, promoting the growth of foreign exchange earnings to the country.

PROGRAMME "National Information and Communication Infrastructure" (Customer — MINISTRY OF COMMUNICATIONS)

The aim of the sub-programme is to introduce the country converged telecommunications networks the next generation, contributing to the accelerated development of information and communication technologies for the advanced to meet the growing information needs of citizens, businesses and state and creating the technological environment for e-services.

Objectives of the sub-programme:

infrastructure of data transmission network in order to maximize coverage of the republic broadband access using new data transmission technologies (including wireless);

construction of fiber-optic communication lines (hereinafter — FOL);

existing infrastructure with the use of modern fiber-optic transmission systems;

introduction of cellular mobile telecommunication fourth generation;

infrastructure for e-government services using various tools and systems access;

increase in exports of telecommunication services;

introduction of additional services based on networks of cellular mobile telecommunication.

The purpose of e-government is to improve the implementation of key government functions through the creation and development of state system of providing electronic services through:

improve the management of business processes, and regulatory procedures for the use of ICTs;

create new and develop existing GAD;

provision of electronic services through various media access through the use of modern network infrastructure;

transition to electronic document management and remote sensing technology for interagency cooperation.

Objectives of the sub-programme:

implementation of the activities of the sub-programme "Electronic Government" (first stage) in the complex will ensure the completion of the establishment and development of basic infrastructure components of e-government and the formation of the state system of electronic services: UAIS, integrating GAD in order to provide electronic services, including the development of electronic services portal;

State management system of public keys;

identification system for individuals and legal entities;

system for creating and saving GAD used in the provision of electronic services, including the case of the Republic of Belarus, on which to base a unified system of identification of citizens;

payment gateway integrated with a single calculation information space through which payment transactions will be carried out through the portal UAIS;

single protected environment of information exchange of national and local governments.

Infrastructure of e-services will be developed using different means of access (a global computer network Internet, self-service terminals, call-centers, cellular mobile telecommunication systems, interactive digital television).

The aim of the development of e-health is improving the quality and accessibility of health services, availability of services provided by the republic's health, public awareness about the state of their own health, timely application of ICT in the planning of therapeutic and preventive measures, taking into account capacity of health institutions.

Objectives of the subprogramme:

establishment of health care organizations of automated information systems, electronic document that will go to keeping medical records electronically with software requirements to maintain confidentiality;

development of telemedicine;

development of systems for monitoring health status, epidemiological;

creation and implementation of new computer technologies to prevent disease, diagnose, provide treatment processes;

creation of publicly accessible electronic medical resources, including those devoted to healing and healthy life.

SUBPROGRAMME ELECTRONIC EMPLOYMENT AND SOCIAL PROTECTION OF POPULATION (CLIENT — MINISTRY OF LABOUR AND SOCIAL SECURITY)

The aim of the subprogramme is to develop e-employment and social protection, create conditions conducive to improving quality and efficiency of information for the population and the state through the creation of information services in areas of employment and social protection through the use of ICT to improve the quality of the organs and organizations of the Ministry of Labor and Social Security.

Objectives of the subprogramme:

meet the growing information needs of citizens and economic entities on employment, social protection, personalized accounting and professional pension insurance;

improving the system of information-analytical support of professionals and managers, they take management decisions on employment and social protection;

improvement of mechanisms work on the accrual and provision of various social benefits, allowances and benefits;

reducing administrative costs associated with the provision of electronic services.

The aim of the subprogramme is to increase the representation of government, business, civil society organizations in the global computer network through the development of national Internet content.

Objectives of the subprogramme are:

ensure the presence of Belarusian mass media in the national segment of the global computer network and a single point of access;

creation of computer-communication infrastructure, software and technology platform for the functioning of the National Electronic Library of Belarus on the basis of the information portal;

creation of the National Electronic Library of Belarus on the basis of integration of electronic resources, databases of digitized full-text documents and multimedia resources with modern search tools, a uniform system of metadata;

establishment and maintenance of databases, mapping descriptions and representation in the national segment of the global computer network Internet monuments Belarus — lost, restored by the acting,;

creation in electronic form descriptions of museum collections, exhibition information, local bases of museum institutions in the national segment of the global computer network;

The aim of the subprogramme is to develop an informative security, which provides legal and safe use of ICT, building trust, creating conditions for safe delivery and receipt of electronic services.

This goal is achieved by the solution of the following tasks:

Development of methodology of audit information systems security;

developing a set of model documents the security policy for state information systems;

establishing a system of conformity assessment of professional competence of staff in carrying out works and services in the field of information security;

ensuring government server operating system and information-analytical system for decision support.

Expected results

These objectives will minimize the possibility of misuse of personal and other confidential information, to expand the use of electronic documents, allow e-commerce, electronic service delivery, the widespread introduction of electronic payment systems.

The programme of development EXPORT-ORIENTED

IT Industry "(The Client is PG" ADMINISTRATION OF THE HIGH-TECH PARK")

The main objective of the subprogramme is to create conditions for the development of IT industry in order to accelerate the development of services in information technologies in Belarus, attracting orders on the development of IT products, promoting the growth of foreign exchange earnings in the Republic of Belarus.

Objectives of the subprogramme:

providing quantitative and qualitative growth of the Belarusian organizations and businesses that provide services in information technology and software vendors;

organization on the basis of advanced foreign programs and methods of training, retraining, skills in demand the world's IT industry professional categories;

improvement of educational programs and the expansion of admission to training for IT occupations in educational institutions;

providing quantitative and qualitative growth of the Belarusian organizations — the software manufacturers and suppliers of remote services to information technology, as well as offering training to the IT industry;

creating competitive advantages for local organizations in the field of information technology;

creating a system wide information to support the development of domestic IT industry and enhance its attractiveness to domestic and foreign markets;

creating favorable conditions for attracting domestic and foreign investment in the development of new and high technologies;

providing state support for the domestic market by stimulating demand from the government, households and enterprises in all sectors of the economy to large-scale introduction and use of IT in socio-economic and governance tasks of modernizing the country.

Expected results

Performing tasks will:

ensure the involvement of inefficient employed professionals, the unemployed, people with disabilities, rural residents and students in projects using IT technologies;

substantially increase the income level of a wide range of workers, consumer demand in the general population;

increase foreign exchange earnings from exports of ICT services;

form a positive image of the Republic of Belarus at the international IT services market.
